Although taxpayer funding of abortion is illegal, taxpayer money subsidizes the abortion industry in Nebraska via Title X funds. The number one recipient of Title X funds in Nebraska is Planned Parenthood of the Heartland. They receive nearly $300,000 a year.

When Congress initiated the Title X grant program, its expressed will was that funds would not be used in programs where abortion is a method of family planning. However, over the years millions of taxpayer dollars have been distributed to abortion clinics.

This year, Governor Ricketts has included a pro-life provision in his 2018 budget proposal. The language in LB 944 would ensure that organizations that perform, counsel in favor of, or refer for abortion would not be eligible for Title X federal funds in Nebraska.

Last week, I had the opportunity to interview Governor Ricketts about this pro-life provision. During the interview, he stated, “In my budget proposal, what I’ve asked the Legislature to pass is to give us the ability to make sure those funds are not going to any organization that is engaging with the abortion industry. That reflects our values.”

Governor Ricketts is right. Nebraska is a pro-life state. This proposal aligns with the political will of Nebraskans who have elected a pro-life governor and five pro-life members of Congress. The Legislature should uphold the governor’s budget recommendation to prevent the distribution of Title X funds to abortion providers.

We can support quality health care for women without subsidizing abortion clinics with public funds.
