Last week, Karen Bowling, Executive Director of Nebraska Family Alliance testified before the Transportation and Telecommunications Committee in support LB46, the “Choose Life” License Plate bill for three primary reasons.

Senator Friesen and members of the committee, thank you for the opportunity to come before you.  I am Karen Bowling, Executive Director of Nebraska Family Alliance and I am here in support of LB46 for three primary reasons:

1) Promoting the message of “Choose Life” is voluntary

First, we believe this bill provides an important opportunity for the citizens of this state to voluntarily promote a positive message about life that reflects a growing support for the protection of Nebraska’s greatest resource, our children. It also gives people the ability to raise funds for a cause they deeply believe in; the prevention of child abuse.

2) Specialty License Plates Are Available

Second, many states, including Nebraska have a history of allowing specialty license plates to promote various messages of solidarity and support.

3) Specialty License Plates are Legal

Third, although there have been challenges to these types of license plate bills, the message is consistent with the First Amendment and the Supreme Court’s government speech precedents. In 2015, the Supreme Court reversed a lower court decision that barred Choose Life license plates in North Carolina. Legislators in North Carolina petitioned the U.S. Supreme Court to review this decision, and the Supreme Court ruled in favor of the Choose Life License Plates in Berger v. American Civil Liberties Union of North Carolina.

The “Choose Life” message, in conjunction with supporting the Prevention of Child Abuse Fund is an option that many Nebraskans would fully embrace. For these reasons, Nebraska Family Alliance encourages the committee to advance LB46.
